What is the ruling on using an electronic credit card that charges annual fees and a commission on amounts spent, and the bank converts the currency from Egyptian Pounds to US Dollars to complete transactions?

It is permissible to use a credit card if it is free from শরী'আ-prohibited elements, which are: stipulating interest for late payment, or charging issuance fees that exceed the actual cost, or taking a percentage on cash withdrawals if the card is not covered; because that is considered an interest-based loan (ribawi loan). Similarly, it is forbidden to purchase gold, silver, and currencies with an uncovered card. As for purchasing goods in a currency different from the account's currency, there is no harm in it due to the immediate exchange (qabḍ).
