Does the Quranic verse, "And whoever does not judge by what Allah has revealed – then it is those who are the defiantly disobedient," refer to the obligation of implementing the Sharia punishments, such as cutting off the hand of a thief and flogging the fornicator? And are judges and public prosecutors considered sinful if they do not apply these rulings, given that Egyptian law is what specifies the penalties?

The interpretation of the verse mentioned in Fatwa (definition) No. 48116, and the ruling on working in the judiciary under man-made laws in Fatwa No. 39156: "And whoever fears Allah - He will make for him a way out and will provide for him from where he does not expect." Whatever sustenance has been decreed for a person will reach him. And Allah's provision is not attained except through obedience to Him, as stated in the Hadith (definition): "Indeed, the Holy Spirit breathed into my heart that no soul will die until it completes its term and receives all its sustenance. So, fear Allah and be moderate in seeking (provision). And let not the delay in receiving sustenance lead any of you to seek it by disobeying Allah, for indeed, what is with Allah cannot be attained except through obedience to Him."
