Is a believing woman sinful if she does not forbid an evil action for fear of a negative reaction from the one committing it?

It is obligatory for a Muslim to enjoin good and forbid evil. This obligation is not waived by the mere possibility of harm, unless such harm is highly probable. Enjoining good and forbidding evil should be done out of hope for reward, fear of punishment, righteous anger for the sake of Allah, sincere advice and mercy towards believers, or out of reverence and love for Allah. Gentleness should be exercised in forbidding evil; one should only enjoin good and forbid evil with gentleness in what they enjoin and forbid, justice in what they enjoin and forbid, and knowledge of what they enjoin and forbid.
