Is the husband's statement to his wife, "By Allah, you are not my wife from now until the Hour (of Judgment) comes," considered a divorce?

The stability of marital life is one of the goals of Islam. A husband's statement to his wife, "You are not a wife to me" is an indirect pronouncement of divorce (kinayah) by which divorce does not occur unless the husband intends it. If he intends divorce, then the number he intended occurs. If he did not intend a specific number, then there is a difference of opinion among jurists: According to the Hanafis, one revocable divorce occurs. The Malikis have two opinions: one revocable divorce or three revocable divorces, with the preferred view among them being three revocable divorces. It is best to refer to the Sharia court for such matters.
