What is meant by the saying: "Woe to him whose ones overcome his tens," and does that mean that the weight of good deeds and bad deeds is determined by quantity?

Good deeds are multiplied tenfold to many more folds, while bad deeds are not. So, whoever intends a good deed and does not do it, one good deed is written for him. If he does it, ten good deeds are written for him, up to seven hundredfold. And whoever intends a bad deed and does not do it, one good deed is written for him. If he does it, only one bad deed is written for him. This means that woe and destruction befall those whose bad deeds outweigh their multiplied good deeds. An example of this is the hadith about saying tasbih, tahmid, and takbir after prayer and before sleep, where the dhikr is little on the tongue but weighty in the balance, thus reducing the bad deeds that might outweigh the good.
