What is the ruling on one who says, "Indeed, Allah gives a ring to one who has no ears, or gives a morsel to one who has no teeth," and is this a fabrication against Allah?

The two phrases mentioned are repulsive and objectionable, and they involve negating God Almighty's wisdom and objecting to His decree and destiny, as well as accusing God of acting contrary to what is beneficial. This is an evil assumption about God Almighty and a pre-Islamic assumption of ignorance (Jahiliyyah). God - Exalted be He - does not do anything except for a profound wisdom, which minds may be incapable of grasping. It is incumbent upon a Muslim to believe that all of God's actions are wisdom, justice, and mercy. The one who utters these phrases must repent sincerely, because they contain great danger if he does not repent from his evil assumption about his Lord. Denying God's wisdom is disbelief and misguidance, for God is All-Wise, placing things in their rightful places, and He does nothing in vain; rather, all His actions are justified by great wisdom.
