Is it permissible for a student to request recorded lessons from his teacher on the pretext of not having internet access, when he actually does have internet, and is this considered deception?

If the teacher stipulates for providing recorded lessons that it is only for those unable to attend live sessions, then it is not permissible for someone who is able to attend to request them as recorded without informing the teacher of their true situation. This is deception and fraud, and the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions, except for a condition that forbids what is lawful or permits what is unlawful," and "Whoever deceives us is not of us."
