What is the ruling on violating traffic laws and signals, and what is the evidence for it from the Qur'an and Sunnah and the statements of scholars?

It is not permissible to violate traffic laws due to the resulting loss of lives and damage to property. These laws are not considered to be ruling by other than what Allah has revealed; rather, they are administrative regulations that organize matters and do not contravene Islamic law. Al-Shanqiti explained that regulations are of two types: administrative and legislative (Shari'i). The administrative type, such as traffic laws, is permissible if it does not contradict Islamic law, and it takes into consideration public interests.
