If the engagement is broken, there is no harm in another person proposing to her, for it is impermissible to propose over the proposal of one's brother unless the first suitor has abandoned the proposal, or given permission, or if the situation is unknown. As for the jewelry (shabka), if it was presented as part of the dowry or if custom dictates it as such, then it must be returned in its original form if the engagement is broken, as long as it remains intact, and not its value.
