Is it permissible to swear by saying: "I swear by Him who has made the oath lawful"?

It is permissible to swear by Allah Almighty, or by one of His Most Beautiful Names, or by one of His Sublime Attributes. Thus, the phrase "by Him who made oaths lawful" is an oath by Allah, who made swearing by Him, His Names, and His Attributes lawful. Examples of this include what was narrated from the Prophet, peace and blessings be upon him, who swore by saying: "No, by the Disposer of hearts," and the saying of Ali, may Allah be pleased with him: "By Him who split the seed and created the soul." The Prophet, peace and blessings be upon him, approved of the Bedouin who swore by saying: "By Him who raised the heaven, spread out the earth, and set up the mountains, did Allah send you?" Moreover, an oath is binding when swearing by one of Allah's attributes, whether it is descriptive, essential, conceptual, or active, such as "I swear by the Face of Allah" or "I swear by the Greatness of Allah."
