Are there some cases in which carving and sculpting are permissible?

Sculpting and depicting animate beings is absolutely forbidden, except when necessitated by a dire need, such as photos for a passport, or a national identity card, or for suspects to identify them, or for examination and appointment in a job and the like, which prevents fraud or preserves security. In such cases, it is permitted to the extent of the necessity.
