Does the Hadith, "You are in an era where its scholars are many and its preachers are few, and there will come a time when its scholars are few and its preachers are many," contain a dispraise of preachers?

The summary of the Fatwa:

The Hadith narrated by Al-Albani in "Silsilah al-Sahihah" from Abu Dharr indicates that the time of the Prophet, peace and blessings be upon him, was characterized by an abundance of scholars and a scarcity of orators, and that whoever abandons a tenth of what he knows has fallen into ruin. Whereas the times that come after him will be characterized by an abundance of orators and a scarcity of scholars, and whoever adheres to a tenth of what he knows has attained salvation. The Hadith does not absolutely condemn orators; rather, it condemns those who invite to Allah out of ignorance. Allah Almighty has praised those who invite to Him with knowledge, as He said: ﴿Say, "This is my way; I invite to Allah with insight, I and those who follow me."﴾
