Is it permissible to lower the price of a computer diploma in private institutes such that it is less than the price of individual courses, and does this constitute usury (riba)?

There is no impediment to the price of individual courses differing from that of combined courses (diplomas), and this is not considered usury (riba), because the price of courses and diplomas falls under the category of selling usufructs (ijarah), in which usury has no دخل. However, two situations must be avoided: increasing fees for a student who is late in payment, and making the installment price higher than the immediate price without designating one of the two options. This issue falls under the category of price variation based on offers and services. There is no minimum or maximum price prescribed by Islamic law, except in cases of public harm that necessitate price fixing to prevent greed and exploitation.
