Is it permissible to pray the two rak'ahs of Fajr aloud after the adhan without performing the prayer of Ar-Raghibah?

Whoever prays Fajr without performing its preceding Sunnah (voluntary prayer) has a valid prayer, and it is not invalidated by leaving the Sunnah of Fajr. However, one should not intentionally neglect it, due to the Prophet, peace and blessings be upon him, saying: "The two rak'ahs of Fajr are better than the world and what is in it." And whoever misses the Sunnah of Fajr, it is legislated for him to make it up.
