A commercial license is an intangible right with financial value, and it is permissible to dispose of it for money or without money, unless the law prohibits that. The partners' entitlement to its value depends on the terms of the partnership. If the partnership does not include the original license, then they have no share in it. However, if it does include the license, then they have a share in it according to their stake in the company.
