Is it permissible to marry a foreign woman according to the Islamic method, through a ma'dhoun (marriage officiant), with a guardian for her, and to complete the marriage in this manner, with the knowledge of both families, in the event that the official marriage is delayed due to paperwork procedures?

For a marriage to be valid, it has essential conditions, the most important of which are the guardian (wali) and witnesses. The procedural matters or documentation after that do not cause harm. The presence of the guardian or his representative (wakil) is required, and the same conditions that apply to the guardian apply to the representative. A woman is not permitted to appoint someone to marry her off. If the wife is non-Muslim, she must be a chaste woman of the People of the Book (Kitabiyyah), and it is better for a Muslim to marry a righteous Muslim woman.
