Is it permissible for the administration of a scientific institute to search students' rooms and lockers without their knowledge due to their committing violations of Islamic law, or is it only required to denounce apparent evil?

The saying of the Prophet, peace and blessings be upon him, "Whoever among you sees an evil, let him change it with his hand," indicates that the denouncement of evil is related to seeing it. Therefore, it is not permissible to spy in order to search for hidden evils.

However, there are two views: The first: One should not confront an evil unless they see it. The second: Whoever is certain of the existence of an evil, even if they have not seen it, is like one who has seen it, and they must expose it.

According to the second view, if the administration is certain of the existence of evils in the students' rooms or lockers, there is no harm in searching them to remove these evils, especially since the administration is responsible for the students and is obligated to look after their affairs. Moreover, if the dormitory rules prohibit such evils, then the perpetrator is considered to be violating the regulations.
