If you prayed Jumu'ah then remembered that you did not pray Fajr, then pray Fajr. You are not required to repeat Dhuhr afterwards. The order between a present prayer and a missed one is recommended according to the majority of scholars, and its obligation is waived upon forgetfulness, even for those who consider it obligatory. A forgotten prayer must be made up immediately upon remembering it, based on the hadith (definition): "Whoever sleeps through a prayer or forgets it, let him pray it when he remembers it."
