Is it permissible to unlock phones protected by foreign telecom companies before six months from the date of purchase, knowing that these companies are not present in the inquirer's country, and is it necessary to ensure the expiry of this period before unlocking?

The general rule is that the buyer owns what he has purchased and is free to dispose of it, unless the seller has stipulated a condition in the contract, such as the condition that the buyer remain a user of the telecommunications company's line for a specified period. This condition is considered a stipulation of a contract within a contract, and it is permissible as long as it does not involve a prohibited element like usury. So, if the company sold the device at a reduced price on condition that its line be used for a specified period, it is obligatory to fulfill this condition in accordance with the Almighty's saying: (O YOU WHO HAVE BELIEVED, FULFILL [ALL] CONTRACTS) and the Prophet’s (peace be upon him) saying: (Muslims are bound by their conditions).

However, if the device was purchased without any condition, and it was found to be locked to a specific network, the buyer has the right to unlock the network and switch to any company he desires.

Therefore, anyone who wishes to unlock the network must be asked about the existence of a condition to remain on a specific network and whether the stipulated period has expired, because it is not permissible to assist in the non-fulfillment of valid conditions.
