Is it permissible to replace the vowed construction of a Zawiya (small mosque) on one plot of land with another far from the neighboring mosques, and would that fulfill the vow?

Fulfilling a vow to build a mosque is obligatory if there is a need for it, based on the Prophet's (PBUH) saying: "Whoever vows to obey Allah, let him obey Him." Building mosques is among the acts of obedience whose reward continues after death.

If there is no need for a mosque in the designated location due to a sufficient number of existing mosques, it is advisable to consult a specialized authority to assess the value of the place. Then, another place should be purchased in an area that needs a mosque, and the mosque should be built there according to the vow's specifications.
