It is forbidden to insult a Muslim without a just cause; it is considered a major sin and an act of wickedness, especially if it involves slandering women or accusing their honor. It is not permissible to laugh at someone who insults, as this implies approval and participation in the sin, but it does not reach the level of disbelief (kufr). The Hadith is authentic: "Insulting a Muslim is wickedness (fusooq), and fighting him is disbelief (kufr)." And wickedness is disobedience.
