Is the optimal way to supplicate against oppressors to mention their names, as stated in the Sunnah?
It is permissible for the oppressed to supplicate against their oppressor, even during prayer. Some scholars have permitted mentioning the oppressor by name. The proof for this is the supplication of the Prophet, peace and blessings be upon him, against Mudar after bowing. Nevertheless, forgiveness and pardoning are better, for Allah the Almighty says: (And that you pardon is nearer to piety).
