Is the phrase "Prayer is better than sleep" said in the first call to prayer before Fajr, or in the second call to prayer? What is the evidence for saying it? And what should one who hears it say after the muezzin?

The Sunnah is to say "Prayer is better than sleep" in the last Adhan (call to prayer) after the dawn breaks, which is the first Adhan in relation to the Iqamah (second call to prayer initiating the prayer). Some scholars have opined that it is permissible to say it in the first Adhan, which is for notification before dawn breaks, and the matter is broad. What is meant by "Prayer is better than sleep" is the obligatory prayer, and the listener says the same as the muezzin: "Prayer is better than sleep." However, when the muezzin says: "Hasten to prayer" and "Hasten to success," the listener says: "There is no might or power except with Allah."
