It is permissible to create a website on the internet for cars and other items, provided it adheres to controls. There is no harm in adding incomplete images that living beings cannot survive with. However, insulting and slandering people without a legitimate Sharia right is not permissible, and the sin falls upon the one who insults or assists them. Merely adding a comment feature is not problematic.
