What is the ruling on migrating from Islamic countries to Western countries where the hijab is forbidden and the Sunnah is prohibited?
It is not permissible to travel and reside in non-Muslim countries except out of dire necessity, such as for medical treatment or studies unavailable in Muslim countries. What the questioner mentioned is not a sufficient justification. If a Muslim is unable to perform the rituals of his religion in his country, he must emigrate to another Islamic country. If he finds no way to do so and becomes oppressed, then he should weigh the matters. If he finds more freedom to practice the rituals of his religion in non-Muslim countries than in his own country, then there is no objection to emigrating at that point, though the existence of such a situation in these days is doubtful.
