Is it permissible for a traveler residing for study and work to pray alone at his accommodation and not attend congregational prayers or Friday prayers, under the pretext that there are fatwas that permit this as long as he intends to return to his original country?

He should be informed of the scholars' opinions on the matter, and that the more cautious approach is to adopt the view of the majority of scholars, including the four Madhhabs, regarding the completion of the four-rak'ah prayer, along with consistently performing the obligatory prayers in the mosque and attending Jumu'ah prayer. If he insists on adopting the other view, then that is his concern.
