A man speaking with his wife, even if it leads to the emission of semen, is not blameworthy, because it falls under the general permissibility of enjoyment. If a man held his penis with his hand but it had no effect, it is not considered prohibited masturbation. However, if it did have an effect, he bears sin to that extent.
