Is it permissible to fund a water-supply project from zakat money, and what are the conditions that must be met for that?

Zakat funds may not be spent on water supply projects because the recipients of zakat are specified religiously to be the eight categories, and those not entitled might benefit from it. Furthermore, it is a condition of zakat that it be given into the possession of the entitled.
