Is it prescribed for one person to teach the pilgrims performing Hajj and Umrah the Talbiyah in congregation?

Translating the 'Talbiyah' (a prayer recited by pilgrims) in a collective voice, where pilgrims begin and end in unison, is an error. It was not known of the Prophet (peace be upon him) and his companions that they recited the Talbiyah in one voice; rather, each of them recited it individually. The Permanent Committee for Issuing Fatwas has issued a ruling that this is impermissible because it is an innovation (Bid'ah). Furthermore, the saying of Anas (may Allah be pleased with him): "We performed Hajj with the Prophet (peace be upon him), and among us were those who said 'Allahu Akbar' and among us were those who said 'La ilaha illa Allah'" indicates the absence of collective Talbiyah.
