It is permissible to sell a mobile phone to pay off expiations (kaffarat). As for video game tapes, if they contain forbidden elements such as music,裸体 images, and gambling, then it is not permissible to play them or sell them, due to the Almighty's saying: "And do not cooperate in sin and aggression." If they are free from forbidden elements, then they are permissible. It is permissible to pay out expiations from your father's money if he gifts it to you or permits you to do so.
