Is the phrase "All deeds are between acceptance and rejection except for prayers upon the Prophet Muhammad" recited in celebrations?

There is no Shar'i (Islamic legal) evidence to prove what was mentioned in the question. What is known from the evidence is that deeds are not accepted except with two conditions: sincerity to Allah and adherence to the Sunnah of the Prophet, peace and blessings be upon him.
