The answer

The miqat for the people of Yemen is Yalamlam for those who come via the coastal route. As for those who come from Yemen via Al-Baha and Al-Ta'if, or via Sharurah, Wadi Al-Dawasir, and Riyadh, their miqat is Al-Sail Al-Kabeer. This is what the hadith states: "They are for them and for whoever comes upon them from other than their people." So, whoever passes Yalamlam without ihram must offer a fidyah (expiatory sacrifice) to be distributed among the poor of the Haram.
