What is the ruling of Islam concerning those who cause corruption on earth and their families?

Corruption on earth is forbidden, and those who engage in it must be admonished and restrained, as indicated by Quranic verses. Among those who cause corruption on earth are the highway robbers (ahl al-ḥirābah), whose punishment Allah has clarified in the Quran. It must be noted that the punishment for highway robbery (ḥadd al-ḥirābah) is to be carried out only by the ruler or his deputy. Furthermore, the family and relatives of the corrupt individual are not to be held accountable for his crime, unless they were complicit in the corruption.
