What is the ruling on forgery in official documents to obtain a salary from a non-Muslim country if no harm results from it to Muslims or others, and forgery is the only means to obtain this salary?

It is impermissible to betray the people of a non-Muslim land or take their wealth as long as the Muslim entered their country with a guarantee of safety. It is obligatory to strive to leave non-Muslim lands and seek lawful sustenance, for their disbelief does not justify taking what is unlawful. "We fulfill our covenant with them and seek Allah's help against them."
