To what extent is the common saying "God cannot please everyone" true?

This statement is an act of disbelief (kufr) because it denies the omnipotence of Allah Almighty, and this is considered disbelief by scholarly consensus. It is therefore impermissible for a Muslim to utter it. Whoever utters it with the intention of denying Allah's omnipotence is a disbeliever. However, if one intends that people cannot be pleased with Allah, or that Allah does not please everyone despite His ability to do so because pleasing them would necessitate corruption, then this meaning is sound. Nevertheless, expressing it with this phrase is impermissible due to its outwardly blasphemous appearance.
