Is it permissible for a Muslim to lead his family in prayer if he is unable to perform rukūʿ (bowing) and sujūd (prostration) due to an accident that caused a spinal fracture?

It is not permissible for one who is able to bow and prostrate to be led in prayer by one who is unable to do so, especially if the latter's inability is continuous. Adult males who are able to go to the mosque must be reminded not to miss praying there.
