The pubic area is not part of thej 'farj' (private parts) whose touching invalidates ablution. One who performs ghusl can wash their private parts, pubic area, and testicles before performing ablution to avoid touching the private parts afterward. If they wash these areas, then perform ablution, and then pour water over the rest of their body, their ghusl is valid. And if they wash the pubic area and the area around the private parts along with washing the body after performing ablution, their ablution is valid because touching it does not invalidate ablution.
