Is it obligatory for my mother to return Zakat in Lebanese Pounds at the exchange rate of the dollar at the time she received it, or at its current exchange rate, which has multiplied, taking into account the collapse of the Lebanese currency?

1. Zakat must be paid immediately and cannot be divided into installments. Your mother is obligated to pay it in one lump sum to its rightful recipients.

2. There is no objection to converting Zakat funds from Lira to Dollar before paying them to the rightful recipients, because the money is still your mother's property and does not become due until the poor person takes possession of it. She is responsible for guaranteeing it if it perishes.

3. The dollars your mother received from you in exchange for Lira are her property, and any increase in their value due to exchange rate fluctuations belongs to your mother, because the money is still her property before being paid out as a Zakat expenditure.
