Zakat is obligatory on wealth if it reaches the nisab (minimum threshold) and a hawl (full lunar year) passes over it. Its amount is a quarter of a tenth (2.5%) of the same currency or its equivalent in local currency. Local currency is added to foreign currency to complete the nisab, and all of it is subject to Zakat. If you do not have excess funds, it is permissible to deduct the value of your debt from the existing money, and then you pay Zakat on the remaining amount if it does not fall below the nisab. As for irrecoverable debts that you despair of collecting, they are not counted for Zakat now. If you receive them in the future, then pay Zakat for one year on them.
