It is permissible for the muqallid (one who follows a mujtahid) to seek a from someone renowned for their eligibility to issue fatwas, or from someone who has been vouched for in that regard. If the qualified muftis differ on a matter concerning the common person, then the muqallid should follow the one they deem most reliable. If they are equally reliable in the muqallid's estimation, then they may choose to follow either of the two opinions.
