Is it permissible for a female student on scholarship in a foreign country to uncover her face (from the forehead to the chin) in her final year of study due to the racism she has faced, while still adhering to the abaya and a modest head covering?

The most preponderant opinion is the obligation to cover the face and hands. Therefore, we do not advise you to hasten to uncover your face because of the harm you are subjected to. Rather, we enjoin you to be patient and seek reward from Allah. If you fear real harm befalling you due to the niqab, then there is no sin at that time in following the opinion of those who permitted uncovering the face, provided that you return to covering your face immediately once these circumstances cease.
