How can what is mentioned in Fatwa no. 55652 be reconciled with the Prophet's (peace and blessings be upon him) prohibition of giving to the beggar except in three cases? And are obligatory and voluntary charity connected to the hadith of Mukharriq al-Hilali?

There is no contradiction between the fatwa permitting giving charity to one whose situation is unknown and who claims poverty, and the hadith of Qabeesah ibn Mukhaariq al-Hilali. The hadith prohibits begging except for three types of people: one who has taken on a financial burden (hamalah), or one who has been afflicted by a disaster (ja'iha) that destroyed his wealth, or one who has been struck by severe poverty (faqa) and three people from his community testify to it. As for one whose situation is unknown, giving him charity is not forbidden.
