A should only be taken from a pious scholar who fears Allah. One must beware of the ignorant person and the one who follows his whims. Whoever takes a fatwa from someone whose condition he knows is sinful. If the imam of the mosque is a pious scholar, there is no harm in seeking his fatwa. Otherwise, it is forbidden to seek his fatwa and act upon it, unless its correctness is confirmed. It is also forbidden for him to issue fatwas.
