It is permissible to use the internet if it is for lawful purposes, and it is forbidden if it is for prohibited purposes. It may become obligatory to use it as a means of calling to Allah, especially if it is the only available means to learn about Islam. Calling to Allah via the internet is a collective obligation (fard kifayah).

As for establishing internet cafes, there is no harm in it if their use is restricted to beneficial and permissible activities. To avoid transgressions, a supervisor must be appointed whose duty is to denounce evil and warn anyone who accesses prohibited websites that they will be banned from entering the place again, for the Prophet, peace and blessings be upon him, said: "Whoever among you sees an evil, let him change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart—and that is the weakest of faith."
