Is it permissible to perform Tayammum for prayer when water is cut off at night and will not return until morning or noon?

One performs Tayammum if water is unavailable and there is a fear of the prayer time expiring. It is obligatory for one who cannot find water to seek it before the prayer, even if by purchasing it. If water is found, one should perform Ghusl; otherwise, one performs Tayammum.
