Is it permissible to perform tayammum with water being available for fear that the prayer time will expire, and what are the cases in which this is permissible?

The majority of scholars hold that whoever fears the expiry of the prayer time by using water for ablution (wudu) or ritual bath (ghusl) should prioritize using water over performing tayammum. This is because they consider preserving purification (tahara) to be more important than preserving the time. However, the Malikis differed, believing that the time is more deserving of consideration. Among the issues where tayammum is prioritized over water purification is the matter of insufficient water for purification. This includes cases where there is no water at all, or where there is not enough water for wudu or ghusl.
