Is it permissible to combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers, without a reason such as travel, rain, or illness?

The madhhab of the majority of scholars is that it is not permissible to combine prayers except for a valid excuse from among the stipulated excuses. Some scholars, however, held the view that it is permissible to combine prayers without an excuse, provided it is not made a habit.
