Is the first glance at a woman (who does not wear a niqab) considered a sin, by analogy with the second glance for a man being considered a sin?

Allah has commanded lowering the gaze and forbidden approaching zina (unlawful sexual intercourse) by cutting off its means, such as looking, speaking submissively, and displaying oneself (tabarruj). There is no sin in a sudden glance, but one must avert the gaze afterward, based on the Prophet’s (peace be upon him) sayings: "Avert your gaze," and "Do not follow a glance with another." A woman sins if she goes out displaying herself (mutabarrijah) or perfumed, but there is no sin upon her if she goes out modestly and the wicked look at her.
