Are there any scholars who have issued a fatwa (religious edict) on the obligation of punishing women who display their adornments, or advised a ruler to punish them, or do scholars fear people's reactions?

Many scholars have spoken extensively about the woman's hijab and the danger of immodest display (tabarruj), and they have emphasized the necessity for those in authority to observe Allah's boundaries in this regard. Ibn al-Qayyim said: "It is incumbent upon the guardian (wali al-amr) to prevent the mixing of men and women in markets, streets, and men's gatherings... For one of the greatest causes of widespread death is the prevalence of fornication due to enabling women to mix with men, walking among them immodestly adorned and beautified. If those in authority knew the corruption this brings to the world and the populace — even before religion — they would be the most stringent in preventing it." We have previously warned that the widespread nature of immodesty in society does not justify immodesty.
