What is the ruling on conducting a legitimate Islamic marriage contract secretly between the suitor and the girl's family before completing the official state contract, in order to facilitate financial matters?

The Islamic marriage contract is concluded between the husband and the woman's guardian in the presence of two witnesses, while the official contract aims to document rights. Some scholars have made it obligatory to officially document the contract due to corruption of consciences and to preserve rights. However, there is no harm in delaying the registration of the official contract if there is a need for it, because what is forbidden as a preventive measure (sadd al-dhari'ah) becomes permissible due to necessity, provided that the wedding announcement and consummation are delayed until the contract is registered.
